The National Social Security and Insurance Trust (NASSIT) experienced a new dawn on Tuesday, 11th August 2026, when the erstwhile Director General, Mohamed Fuaad Daboh,handed over the baton of administration to the newly appointed Director General, Chernor Mamoud Jalloh, during a ceremony held at the NASSIT headquarters in Freetown.

The event marked the formal transfer of leadership to the new Director General and the new Chairperson of the Board of Trustees, Madam Jenneh Jabati, following their unanimous approval by Parliament, and also brought together senior government officials, including the Secretary to the President and the Minister of Employment, Labour, and Social Security.

In an emotional farewell speech, the outgoing Director General, Mr Mohamed Fuaad Daboh, expressed deep gratitude to Almighty God for His guidance and protection during his tenure and thanked His Excellency, President Dr Julius Maada Bio, for his appointment and consistent support that upheld his administration until his honourable retirement.


Reflecting on his leadership, Mr Daboh highlighted several key achievements that transformed the social security scheme, including a comprehensive ICT upgrade which led to major digital improvements to the Pension Administration System (PAS) to eliminate manual delays and greatly enhance service quality, the expansion of the Trust's physical presence at regional and district levels, bringing social security directly to Sierra Leonean communities, strong regulatory measures to ensure employers register workers and pay contributions on time. “To ensure prompt pension payments”, Mr Daboh continued, “internal workflows were streamlined to reduce delays, allowing pensioners to receive their benefits quickly and reliably”.
The outgoing Director General said he pioneered initiatives targeting the informal sector, designing schemes to extend social security to informal workers, including traders, artisans, and transport operators.
A key highlight of Mr Daboh’s handover statement was his presentation of NASSIT's robust and highly diversified investment portfolio, underscoring that the Trust continued to maintain a strong financial position, supported by essential long-term assets strategically allocated across multiple high-value sectors such as hospitality and tourism, as exemplified by flagship holdings such as the Radisson Blu Mammy Yoko Hotel and the Freetown International Conference Centre, banking and financial services, underpinned by significant equity stakes in leading commercial banks, including the Commerce and Mortgage Bank, contributing vital long-term capital to stabilize the nation's banking industry, and real estate and public infrastructure, fostering national socio-economic development through landmark projects such as the state-of-the-art Sewa Grounds Market complex and mortgage finance structures.

He disclosed that NASSIT
serves as Vice Chairman on the Investment Board of the International Social Security Association, ISSA. The global body for social security institutions. And that NASSIT is currently serving as Vice Chairman of the Association of Social Security Administrators in Africa, ASSA.

He opined that these appointments positioned NASSIT at the center of global and continental discussions on pension reform, investment strategy, and social protection policy. They also opened doors for technical support, peer learning, and benchmarking with other leading social security schemes.

He urged the incoming DG to leverage these international platforms and relationships to sustain NASSIT’s visibility, attract partnerships, and ensure the Trust continues to benefit from global expertise.

Mr Daboh expressed his heartfelt gratitude to the Board of Trustees, his two Deputy Directors General, and the entire management and staff, and credited the great success of his administration to team spirit. He passionately encouraged members of staff to offer the same high level of cooperation and steadfast support to the new team ahead.
He concluded, "I can now retire safely, confident that the system I've maintained is now protecting me. I feel proud that it is functioning well."

Taking the mantle of leadership, the incoming Director General, Mr Chernor Mamoud Jalloh, expressed his profound gratitude to Almighty God and to His Excellency President Bio for the trust and confidence reposed in him through this national appointment.
Mr Jalloh warmly congratulated the outgoing Director General on his exceptional stewardship, while assuring the President and the people of Sierra Leone of his absolute commitment to building on the solid foundation left behind to forge an even better, more robust NASSIT.
He emphasised that his tenure would be firmly anchored on three core pillars: integrity, commitment, and transparency, aiming to build trust with the public and stakeholders.

The transition also marked a changing of the guard for the Trust's oversight body, the Board of Trustees.
In her parting remarks, the outgoing Board Chairperson, Madam Isata Marrah, acknowledged the sterling contributions of the outgoing Director General and expressed her deep gratitude to the entire Board of Trustees for their unwavering support. She assured the incoming Board Chairperson of the high competence and professionalism of the Trustees, calling on them to firmly support the new executive leadership.

Accepting her new role, the incoming Board Chairperson, Madam Jenneh Jabati, congratulated the outgoing team on their successful tenure and wished them well in their future endeavours. She called on the Trustees to remain vigilant and proactive in their oversight duties throughout her tenure, while firmly assuring the Director General and the management team of her fullest support.

The Secretary to the President, Babah Fortune, commended the outgoing team for their dedicated public service and reminded the new executives that the presidency holds NASSIT to high expectations as a cornerstone of national development.
The Minister of Employment, Labour, and Social Security, Hon Mohamed Rahman Swarray, urged the new leadership to uphold strict fiduciary responsibility so that millions of working Sierra Leoneans could continue to retire with absolute dignity.

The vote of thanks was delivered by Mrs Zorah E.B. Anthony, a representative of the Sierra Leone Employers Federation on the Board of Trustees.
After the symbolic handing-over ceremony, the Jalloh-Jabati administration assumes control with robust legislative support, a definite mandate for reform, and a cohesive workforce prepared to promote social protection throughout Sierra Leone.
